I have played through this whole game as a male now I am trying it as a female and I must say she lacks a lot in the voice acting department... her voice sounds so out of place it doesn't fit someone who is a spec ops soldier.

Some lines i heard made me imagine her sitting in a sound booth and polishing her nails.
Honestly I don't blame you. For starters, voice acting for video games usually aren't particularly well paying gigs, and the results sorta get reflected by the amount of effort being put into the directing and acting. Also sometimes the actors are required to arrive at the recording studio on non-consecutive days or even weeks for separate recording sessions so the mood and atmosphere can vary greatly for everyone, and it's up to the actors' professionalism and dedication to recreate that same tone throughout the whole process as much as possible.

This is why larger scaled game developing studios do prefer live action motion capturing for their story driven titles. It certainly helps the actors to get into the right shape and mentality much faster and easier, and like you've pointed out, certain specific scenes do require some subtle variations and physical responses from the actors that sitting in an air conditioned soundproof room just can't quite achieve regardless of the actor's talents. Unfortunately GRW isn't that kinda game and it's as far as it'll get. The Assassin's Creed games do fare far better in this category.
