Hey! If you are talking about "Optical camo" - Its a special backback kit which you get after competing "Silent Spade" missions. Comments from last patchnote:
"Upon completing this mission, you will have access to a prototype to the iconic cloaking device. Each player that completes the mission will get the Optical Camo. When equipped it will offer a boost to stealth."

its a backpack called the phantom when u get it. it cloaks u if youre crouching or prone, even when shooting or using a gadget or nade. only time it doesnt is if youre running sadly youre still easily seen by enemies if youre on harder difficulties like advanced are up

ACU shirt the op is talking about is part of the Infantry Pack which is exclusive to Year 2 Pass owners, and no it does not make you "invisible cloak" A.K.A. Optical Camo.

Only 3 items make you go invisible in the game:
- Optical Camo device which is a backpack you can equip with other clothes like the ACU shirt.
- John Kozak (Icon from battle crates)
- Ghost Recon Future Solider (costume from Uplay reward for owning GRFS or for 40 club units / can also be bought with wildlands credits for 2600 iIrc)
