Hey man, mine is fixed. But I tweaked so much over the last month trying to figure it out that I can't be certan what fixed it for me. I still get occasional stuttering, but now in stead of freezing in those moments it just stutters and recovers.
The one thing I did that I am almost the most certain did the trick was removed any and all GPU settings (like basic performance tweaks in GPU tweak etc.) and then did a completely clean install of my GPU driver, restoring all settings in card to default. I'm pretty sure this is what got it working, but like I said, I can't be sure. Its no excuse that Ubisoft makes such fragile games, I agree, but at least you got hope of getting it working. Your system and mine are nearly identical in specs and power, and we had the same symptoms so I'm sure you can get it working.
I've put in around 30 hours of unfrozen gaming in now. I'm also hitting a more stable frame rate in game I noticed, with less graphical hitches and frame drops. So something with the drivers started playing nice.
one other thing worth mentioning I suppose, but most likely doesn't matter is I locked my PC power plan to high performance, just in case there was a strange issue with the game and the way the PC adjusts clock speeds dynamically.

1- Go to your windows firewall settings / if you have norton go to the settings ==> firewall
then block the game GRW.exe fom accessing the internet ( this will disable the online features sadly ) you have to pay a price for purchasing a game with poor customer service.
2- set your graphics card frequency static at full power all the time ( use for EVGA Percision for Invidia ) I am not sure about AMD cards applications, other guys might add any information about it.
blocking the game from the internet will not block Uplay and will still get game file updates
now every 2 days I unblock the game so it can sync the save file with the one online

My game has been rather smooth so far with tweaked graphical settings and playing at fullscreen. You can use CPU-Z and then do a 'benchmark' then submit and compare to create a browsable link to see your specification online.

Unlike other people I basically just take the ultra setting of graphics and tone down various settings to gain back frame rates, then tune the resolution setting to 1.2 a bit to smooth the pixels, aiming for a sweet spot of fps that doesn't stutter under load.
I also do a undervolted tuning of my GPU at average level clockspeeds due to the game being GPU heavy than CPU heavy (CPU is at 20%), to lower the thermal headroom while keeping the performance the same or better.
A Sapphire RX 580 can be undervolted somewhat decently, if you have a good silicon lottery, to around 1040mV, from it's default level of like 1150mV max and you reduce the temperatures a ton.
My gameplay times are around 2-3 hours of play session so it's not a heating issue, I have a silent case too with modest airflow.
Maybe something defective on your GPU is occuring, as there are some rare cases of GTX 1080 shooting out flames from a voltage regulator chip due to cheap parts being used. Because most consumers don't actually remove the PCB from the other components due to warranties, you can't tell if your GPU is physically busted until it's too late.

If you want to see GPU intensiveness, play a Cryengine game and those freezing issues may occur again.
Speaking of which, Wildlands is on the same principle as the other games Ubisoft makes, so if you experience this on all Ubisoft game, try to disable the Uplay overlay?
It's also funny... This game is a 'Nvidia Way to Play' optimized program, and it fails the GTX 1080 of all things, but Nvidia's competitor GPUs like the AMD Radeons have no problems...
Oh if you've heard about the GPP, it's basically similar to the 'Nvidia way to play' program that Nvidia uses to monopolize the software industry, it's not just 'GameWorks'.
I have Sniper Ghost Warrior 3 , its based on CryEngine , never had any issue with the graphics even tweaked GPU
for UbiSoft, I have FarCry 4 , never had an Issue either, only Wildlands have such painful issue !!
5:55 and 11:25 ^^ might be some interest for some of you.
Personally I've had a smooth experience with GRW at very high/ultra settings with a variety of gpus Rx 580, gtx1060 and gtx1070.
