Bad performance
This only seemed to start after the Sam Fisher missions were removed/ around that time.

i7 6700K, 1080 Ti, 16GB DDR4.

On the lowest settings at 720p with 80% resolution scaling

I've updated to the latest driver, GTA V, Siege, PUBG, Divison all run amazing.
What do I do :(

Do you have an FPS cap or is it unlimited? When I changed mine from unlimited to 60, the stuttering and freezing went away.

That's ^ Ultra presets on the Rx 580 / FX8350 so ya something's not right.

Try a gpu driver wipe and reinstall with DDU in safe mode.

In Nvidia cp make sure power is set to Optimal and with in widows cp/power options make sure that's at High.

This is Ultra at 1440p
.. but notice my GPU is ~90% usage, yours is only at ~40%.

It seems like your GPU is throttling for some reason, did you check the temps?

My other guess would be that it's bottlenecking on your CPU for some reason. 25% CPU usage sounds like a single core is pinned.

Did you modified the BIOS in anyway, like overclocking or disabling hyperthreading?

yeah that is bizarre.you should be getting around what i get or a little better since you have a better cpu.

GPU on this one is also nearly 100% usage, which I'd expect.

I haven't checked CPU utilisation, will check that now.
GPU seems fine on GPUz full clocks underload, temps acceptable. vcore and such.
As previously stated, no other games run bad.

I initially thought it might be my VRAM when I had a GTX 285 back in the day :P
half the VRAM went, the performance just died after certain memory usage, even my old 9800 GTX outperformed it on low memory games xD
GTA V maxing it out I get 9-10GB with 8x MSAA all the settings cranked, it doesn't run great but was expecting that.

Not touched the BIOS in many months or anything like that.

I've got a list of possible things.
- It's either game thing (as previously mentioned, worked fine till Sam missions were removed)
- Windows recently updated (btw checked Windows power options)
- CPU utilisation (worked fine before)
- Maybe G-Sync (worked fine before)
- Single channel memory (rocking ITX here so one 16GB stick, I know dual is better :P) worked fine before))

CPU seems fine, all cores are being used, only 25-50 maybe 70% at times but all cores are working here. I'm gonna uninstall the driver and start from scratch on that, also thinking it could be my HDD its loading off.

There is no question your GPU is being under utilized, it's only running at 50%.

I'd run a benchmark program and see if other applications are getting over 50% utilization from it.

This game has always ran like ass for me. I don't expect that to change. The only option I've found is to turn everything down to high, regretfully. Absolutely zero other games give me this much trouble.

I've
- Re-downloaded the game
- Moved it to an SSD
- Re-installed drivers
- Clean installed drivers
- Played game a lowest setting/ tweeked settings.
Nothing has worked

FYI. PUBG, GTA V, Siege, For Honour, Division and Hitman all played max out recently and flawlessly!

Same specs basically ^, I don't know what else to tell ya.

Ps, are you sure you went to windows Control Panel and set Power Options to High Performance and in NVCP set power to Optimal? Have you got all the power plugs in the gpu? It's like it's not getting or allowing the gpu to run full speed.

Pss, when you install GPU drivers don't install GFE.

Those games are OK, but they are not that graphically intensive and/or are pretty old now. You may want to try the FFXV demo and see how that runs.

Your GPU utilization is way to low, it really looks like it's bottlenecking on the CPU.

Is the GPU is the correct slot on your motherboard?
Did you overclock anything, is your RAM timings set correctly?

Do you have any AV Programs, did you add exceptions/disable them?

I would check for a BIOS update from the motherboard vendor
Create a new partition or get a new HDD, and do a fresh install of Windows 10, just patch it, update the drivers and install the game and see what it does.

It's a lot of work, but it's really worth the time and effort to figure out what the problem actually is, cause this might become an issue again in another game.

My recent settings with the lowly FX8350 but all my power options are full speed ahead.

Ps, on win build 1803 update no reinstall just use as is.
