Did it today solo. The Heli was hanging almost 90 degrees to the side.
Hey there.
It has been a while, but I want to help out with the end of this challenge. There is a week left for the Day of Skull challenges. This guide should give you the locations, and the finer points to find each of the skulls to complete the Solo Challenges. Heads up: you will need to have most of the map exposed, and you will need helicopters and/or Fast Travel access to get to most locations. Let’s get to it!
First, as stated in the introduction for the event, you need to report to the La Cruz region. Go to the city of Isque, and there is a cemetery west, at the following coordinates: -19.04, -59.85. Go there, and you will see the plight: the citizens have 21 grave markers, and the people are crying because the memorials have been disturbed. You see the plight, and now you will do something without being asked to help.
For the next part, you will travel to each of the 21 regional areas, and find the stolen skulls. For this part, I will state the region, followed by the map location—most are actual “?” locations, and the few that are not, I will give a better pointer to guide you to the spot. In those locations, I will give a brief description of where to look, and a rating. The rating will range from 1-invisible in and out- to 5-will need to beat an entire garrison, and still you may die trying to retrieve the skull. If you have drones, you can search with the drone, but you cannot retrieve the skull with the drone, only by hand—and you can get to them all.

o Extra Hint= Hang the landing gear on the side of the platform before exiting the helicopter, and you can walk on the helicopter to get to the high platform, grab the skull, and walk on the helicopter before re-entering it.

o Extra Hint= Walk the metal catwalks, and climb into windows to access cabins on 2nd and 3rd floor.
Finally, you should get an alert confirming that you found them all. Now, you need to return the guests of honor to their resting places. Go back to Isque, and back to the same cemetery. When you arrive, you will see the place dressed up for the restored festival. Banners, music, and fireworks festoon the place. If you go into the cemetery, you will find the skulls restored to the gravesites.
If you were traveling around, you would be able to take advantage of the other challenges. Many of the locations had prison cages, giving you back up rebel support for destroying the enemy forces. Along with that, there are many locations with rigged helicopters. Hijack those helicopters to gun or rocket blast 100 cartel people to win the Team Task Force.

I need to give credit where credit is due. I looked up information at the following sites, but I did confirm that the information is accurate, by going to those locations and recovering those skulls in my searches. Now, my list followed most of the WHITEowlMASSACRE video path. The GhostRecon.net all-news website lays out a relay path, and gives different ratings for the places, to expedite the easy grab sites.
