I'd be kinda be surprised too, but not so much considering that Ubisoft did the same thing in Watchdogs 2 where you can go a long time without nudity and then see it clearly when you travel to a night-time desert event party, getting drunk and high as it progresses the story.
I'd like to guess Ubisoft is subtly inserting mature content gradually into their games, maybe as possibility for added media exposure or something.
GRW does feature partial nudity, with the full ESRB rating located here[www.esrb.org]
Doubt the notion of killing is anything new to a child (excluding gore, graphic image) since they lightly witness the idea in shows, movies (like a stormtrooper), or just daily occurence like stepping on a bug even.
However, nudity isn't something a child should be exposed to and bear in mind until reaching adolescent age. It's quite a shock seeing it for the first time in an opposite gender.
Since the topic is on nudity (kinda, more like a warning, but I digress), I recall getting that Red Dead Redemption scene that started with two people having visual sex straight off the bat, which was very unnerving for me just entering my teenage phase. I get they're trying to make "appeals" or create attention to the public, but companies should really stop sticking that stuff into their games where they have no business or relatable use for that game's purpose.
I have seen a skull carrying Jesus statue in some place. Whats the history behind that??

It's perfectly natural. Violent killings with blood spattering everywhere would surely be much more traumatising to a child than seeing a few naked people no?
The game made the cartel have a created religion of their own using some religious references. It'd be bad if they straight up claimed to be a Christian or Catholic religion which would cause people to respond negatively like "Our religion does not condone drugs and killing people!" or somewhere along those lines. That's just me speculating so just take my comment and the game's involvement with the subject of religion with a grain of salt
Guess it's as they say "a cultural thing". Europe is a big place and United States tries to make itself the 'leading nation' in the world with quality of life and whatnot. You know how that goes. So there's ideals set in place like you wouldn't expect or approve of someone suddenly streaking across the road and without consequence. We don't exactly get hyped about taking kids to a yearly visit of a museum to see statues displaying nudity although there's nothing wrong with that hence it being art.
So, yeah. there's bound to be social expectations depending where you live in the world like how places in the middle east cover their women from head to toe which I find extremely over the top.
Edit: As for seeing blood being splattered and stuff of gore, we know how humans can find interest in things that is otherwise suppose to be in a bad light, but we have our share of action and horror movies and such which usually and should come with an age restriction if the content is deemed to be disturbing for children. That being said, a child's parent should be in control on what a kid has access to including games. A parent can be at fault if a kid is using something he has no business to be handling with including games (but we know kids bypass that mark and parents are not so strict at times and ignore ratings or warnings).
We strive to have kids avoid witnessing such things at a early age, but we can't ignore the reality around the matter of killing or keep them sheltered forever.
Edit #2: Oh, you probably meant U.S.'s population in general, I don't really think it's the case excluding children as I mentioned above. I personally feel like waiting until being married before having sex is becoming a myth or no longer valued. Teenagers are getting more involved with the subject. It's a constant thing in music, movies, and marketing that I wonder how I even managed to not see it so much as being born in the 90's. Kids are just learning faster and at younger age than before. Maybe that's because we are slowly moving away from religious influence and old conventions and becoming "modernized". I know I have grown up, but I feel the Holidays have become less "magical" than what it used to be. Santa Claus is less believed, Easter Bunny is silly to kids, and Disney isn't what it used to be in their material content (classics like Snow White, Fox and the Hound, etc). Not that they aren't appealing to kids, but the oldies seem to give more impact on a moral lesson or idea you could find in it.
Restricted pegi 16 title but you are concerned for the little kiddies, they shouldnt even be an afterthought for the devs.... Oh but wait;P they equel more cash if they nag their mom and dad enough dont they?
Valve certinly dont give a rats arse , here have a pegi rating but we will just forget to police that in any way shape or form lol.

Each kid is different. Parents should take appropriate caution by informing themselves before buying games for kids. That's all it really is. If the kid sees it, the parents share some blame if the company hasn't warned their product properly and the rating agency didn't do its job. (they're other parties to blame as well in shared responsibility because parents cannot play every game and discover everything as well. )
I really welcome all NFSW and other real things being depicted in games. It's a reflection on current society and whatever timeperiod game is set in. To me, it makes the game more relevant and poignant at times.
