The purpose they serve is to offer players an extremly hard challenge, 2 hits you're dead, alerting a large group of enemies you're dead, even detected you're most likely dead.
You can at any point disable the tier system for a relaxing casual gameplay.
Because with the DLC they push it to 35 Level, which means its a hard coded limit, you should be able to level higher with a mod or something increasing the level limit. Tier mode is more a bragging right thing more than anything else, knowing how cheap these ♥♥♥♥♥♥♥ are.
Either way, skills like the both is only useful for surviving an extra shot and staying the hell down far away while prone about 15 meters. Less is depending on your reaction time.
I normally only play games at Normal difficulty but having a great time at Tier 35 at the moment. Means that I have to really think about what I'm doing and generally have to replay missions 3-5 times before I get them right whereas before I switched Tier One on, I wasn't really feeling challenged...
