Is there any point to the Diversion rebel skill?

I've used it everytime and all it really is is another Guns for Hire. Is there actually a specific way you're supposed to use it, or is it just a broken support skill?

its another guns for hire as you said... that isnt locked at just one active and isnt tied to your location but can be placed anywhere you or your drone can see

its a diversion not a combat squad
send up the drone and mark the far side of the camp to call the diversion
the enemy will vacate the area and head to the diversion
if you go in guns blazing they will ignore the distraction and enter combat so wait for them to leave and steal all the medals etc before they come back

Now that the diversion is level 3, I don't even shoot anymore. I just send the rebels inside the base and wait for them to clear everything for me while I overwatch with my drone.

Playing on the hardest mode doesn't exactly work for me.
