Likely.

Which i5? A 960 (depending on which VRAM model it is) should do fine for medium or low, but you may consider upgrading to an RX 480 or GTX 1060. You'll be much happier with one of those. Make sure you have plenty of drive space, as the game will probably take up 50-65 GB. I would recommend another 8 gigs of RAM for any new games as well. While Wildlands may only have 8GB recommended, it won't be long before you start seeing 16GB as the standard amount recommended. The only way to know for sure if the game will work is to buy it after release (after the initial patches and usual fiascos are sorted out) and play an hour and 30 minutes or so. This will give you an idea of performance while still keeping you within the window for a Steam refund.

That's the only system requirement list I'm aware of. Keep in mind that "minimum" generally means the minimum hardware to play the game at 30 or so fps on lowest settings.
Recommended usually means the general specs that are required to run at medium/high at 60 fps.

I have i5 2500k gtx 970 g1 gaming 4gb 12 gb ddr 3 1600 mhz. So far it can run most games at max settings 1440p. But on March or February i will buy new cpu ram and motherboard. I will buy amd ryzen 8 core with 16 gb ddr 4 3600 mhz. So with such monster cpu and ram and that i will have till the game release it will run perfectly . But even as my pc is now iam sure that it can run maxed 1440p with more than 30 fps since the only i can not max so far are bad ports like quantum break and deus mankind divided. But also gears of war 4 and rise of the tomb raider(in rise of the tomb raider i had to put textures to high instead of very high but evrything else maxed).

I'm surprised you can get playable fps at 1440p with a 970. Are you only going for 30 fps?

More VRAM is the key nowadays, the more the better generally.
Interesting there is no requirements listed on store page.

As i said the only games for now it can not run maxed are the ones i mentioned. It gets more than 30 fps in all games and there are few games that can run even at 60 fps maxed like DOOM with Vulkan, Just cause 3 and titan fall 2 single player. Also Mortal Kombat 10 dead or live 5 and Street fighter5 but that normal since these ggames are fighters so no very complex games anyway even at high resolution like 1440p. Of course perfomance compared to crappy 10800p monitor i had until June is worse but the graphics are so much better that i have realy regreted that i didnt bought it on 2014 with the 970.

Just use: systemrequirementslab.com/cyri
Much faster and easier to check the PC this way than "manually".
