No I have no cake, no DLC and down 50-60 dollars :(
But I got 2.2 million awarded to me in GTA Online because I bought the Kraken and Dodo like 3 years ago and now they are free... so I guess that's something.
It may show that you installed, but you cannot access it due to the main game is on Steam. Third-party sellers may show wrong details. If you cannot redeem it on Steam, it cannot be added in the Steam main game too. Costumes are excluded from this statement.

Well, after spending an hour arguing with the standard support, I asked for the issue to be escalated. Doubt it was truly escalated, but I was transferred to a different Ubisoft Support rep. After chatting with him for awhile, he stated that while there was nothing they could do in regards to Steam, they could transfer the Season Pass to a friend that owned the game directly through Uplay. Thankfully, I have a few friends that do own the game, and that do not own the Season Pass, and own the game through Uplay directly.
I have yet to be able to speak to my friends yet, but when I do and I can get it transferred, my hope is to come to an agreement where they buy me the steam version of the Season Pass and gift it to me, and I transfer the Season Pass I currently own on Uplay to them. Since I cannot get the refund through GMG as their site does state explicitly, their rules regarding refunds, and others that have attempted have been told exactly what their website states, I did not even bother attempting it. And while this solution is not the best one, it at least resolves the issue of purchasing the Season Pass twice. Something I vehemently refuse to do. I can at least get it through a rather wide workaround. Maybe this can help those out there whom are stuck in the same position as I am.
He also claimed that it was a newly implemented system, and that that may be the cause behind the issues.

The game is ready to accept the DLC but it's unable to download the DLC. If you have a friend who has the game, grab a 16Gb memory stick as the folders for Narco Road and Fallen Ghosts come in around 12.7Gb and copy two folders from their install. In the game folder, you need to get copies of the two folders dlc_10 and dlc_20 then drop them into your own install folder in the same location (the root Wildlands folder) then restart the game. It'll take a minute for the game to accept them but they will come up as they are activated in your version, it's just unable to download them.
This is how I finally resolved the problem and it's worked fine ever since.
i realize its not a seasons pass and that i'd purchased it from steam but i've not seen one post suggesting this method. so i figured i'd bring it up just in case it was missed or forgotten about.
I did this same thing, so I thought to do it with Wildlands too because the season pass is on a bigger discount there right now, but I'm running into the same problem as the OP, all the extras are working like the outfits and mission stuff, but Narco Road and Fallen Ghosts are still locked and giving me the "Please install it in order to play" crap.
Only solution you have is to get the files for both expansions from another source torrents or a friend.
