Bought the game on Steam, bought the Season Pass from Green Man Gaming (Uplay Key)
Season Pass perks such as XP booster, Unidad Costume, Rebel Costume etc work.

But the Narco Road DLC comes up with "You have already downloaded this DLC. Please install it in order to play." everytime I select it.

Restarted PC, Uplay, Steam numerous times, verified the cache. Nothing. Looking at Uplay forums there's alot of people in the same boat.

Bravo Ubisoft, tell me more about how pirates are hurting the gaming industry when you are not providing content to customers who paid money for it.

Dont worry its better to have the space on disk than the dlc. I would trade the dlc content for 5gb free space anytime.

But I got 2.2 million awarded to me in GTA Online because I bought the Kraken and Dodo like 3 years ago and now they are free... so I guess that's something.

Core game - bought on steam.
Season Pass - bought via green man gaming (cd key, assumed it was steam). The key is actually uplay key.

Redeemed the key on uplay, when I play the game it says I own season pass, get season pass skins, bonuses, missions etc.

DLC however says I have downloaded, but not installed the content and refuses to work.

Like I said. You cannot redeem Uplay keys on Steam and vice versa.
It may show that you installed, but you cannot access it due to the main game is on Steam. Third-party sellers may show wrong details. If you cannot redeem it on Steam, it cannot be added in the Steam main game too. Costumes are excluded from this statement.

^ thats not entirely truth, ive the division on steam and I bought season pass on uplay, it works flawlessly

They only care about legal copies on Steam and Uplay, not third-party sites. So, you have to be careful when buying season passes from now on.

I don't know man. But it doesn't guarantee that you can use Uplay season passes on Steam main games.

Safety mind would advise you to NEVER do that.. too risky it wont work and you could not blame Ubisoft for it because it's a very NOT smart choice lol. Compatibility issue for sure.. game is running from Steam and you try to make it run something that is on Uplay... Steam doesn't care about Uplay :P For steam, you don't have the right to play Narco Road... Steam can tells Uplay that you own a game or a DLC but seems like it's not working that Uplay tells Steam about what you own.

I had the same exact issue. Bought the game on Steam, and bought the Season Pass on GreenManGaming. Never had an issue before, why would I suspect otherwise. Was trying to save a buck. But ran into the problem immediately after attempting to launch. A friend suggested that I try to contact Ubisoft Support through chat, as he had a bit of an issue too and they were able to resolve it in minutes.

Well, after spending an hour arguing with the standard support, I asked for the issue to be escalated. Doubt it was truly escalated, but I was transferred to a different Ubisoft Support rep. After chatting with him for awhile, he stated that while there was nothing they could do in regards to Steam, they could transfer the Season Pass to a friend that owned the game directly through Uplay. Thankfully, I have a few friends that do own the game, and that do not own the Season Pass, and own the game through Uplay directly.

I have yet to be able to speak to my friends yet, but when I do and I can get it transferred, my hope is to come to an agreement where they buy me the steam version of the Season Pass and gift it to me, and I transfer the Season Pass I currently own on Uplay to them. Since I cannot get the refund through GMG as their site does state explicitly, their rules regarding refunds, and others that have attempted have been told exactly what their website states, I did not even bother attempting it. And while this solution is not the best one, it at least resolves the issue of purchasing the Season Pass twice. Something I vehemently refuse to do. I can at least get it through a rather wide workaround. Maybe this can help those out there whom are stuck in the same position as I am.

He also claimed that it was a newly implemented system, and that that may be the cause behind the issues.

Edit: I posted this on the Ubisoft forums as well. Just hope it helps some people.

I've found a solution to this problem but it isn't pretty. I had the exact same issue and had zero luck getting anything to work or download.

The game is ready to accept the DLC but it's unable to download the DLC. If you have a friend who has the game, grab a 16Gb memory stick as the folders for Narco Road and Fallen Ghosts come in around 12.7Gb and copy two folders from their install. In the game folder, you need to get copies of the two folders dlc_10 and dlc_20 then drop them into your own install folder in the same location (the root Wildlands folder) then restart the game. It'll take a minute for the game to accept them but they will come up as they are activated in your version, it's just unable to download them.

This is how I finally resolved the problem and it's worked fine ever since.

have you tried simply right clicking on Wildlands in your library, choosing the DLC tab and installing it from there, thats what i had to do with Fallen Ghosts.

i realize its not a seasons pass and that i'd purchased it from steam but i've not seen one post suggesting this method. so i figured i'd bring it up just in case it was missed or forgotten about.

I did this same thing, so I thought to do it with Wildlands too because the season pass is on a bigger discount there right now, but I'm running into the same problem as the OP, all the extras are working like the outfits and mission stuff, but Narco Road and Fallen Ghosts are still locked and giving me the "Please install it in order to play" crap.

Ubi games owned on steam> steam handles the downloading> you buy the season pass on uplay all the content gets unlocked including narco road and fallen ghost only problem is Steam handles the download and you don't own fallen ghost or narco road on steam so Steam won't download them for you

Only solution you have is to get the files for both expansions from another source torrents or a friend.
