I can't start any missions in San Mateo because I cannot complete this mission. I open the cargo container and it plays the little event, and the mission doesn't complete. It just stays stuck on finding his body. Was really hoping this update would fix ♥♥♥♥ like this. Just need this last zone for 100%.

You can work around this by completeing the mission in a group

I played it yesterday and it worked well. I dunno what's going on but it sucks :S
