I was playing solo and somehow dumb luck happened, after several tries.
You should try General Baro mission, where you will be ambushed by UNIDAD forces and evading them...all the while trying to capture the evading General ALIVE! Sounds fun...?
That general Baro mission was a joke, just ran around back, crawled under a sign that hides a hole in the fence and then unidad alerts him. If u run to the medical chopper he runs right by it. You grab him, throw him in the chopper and fly off. The chopper is also a medical resource mission so you get two missions done at once. Literally one of the easiest missions in the game.
This mission however, while playing solo is impossible. Just can't be done. Not in any practical sense. The ai is just to farking stupid. I have full born leader perk and they still can't, or won't, shoot enemies with any kind of reliability. Tried 5 times with no success. I ended up calling my buddy up and had him get online, he jumped on the minigun of my armored drop vehicle. Took like 3 minutes. My buddy just targets the enemy vehicles and that's it. Don't try it from a chopper, that's just the dumbest thing possible. Pulpo gets killed as soon as he leaves his driveway and the only thing you can do from a chopper is watch him get gunned down while your squad shoots their own ♥♥♥♥♥ off.
I tried to incap the cars with the intention of parking my armored suv in front of his house. Thinking he would just take the armored suv. But if you destroy or steal his piece of crap Jeep the mission ends. Just an awful mission and poorly written. Not many things to complain about in this game but this mission is certainly one of them.
YES! I just got it solo. You need to have the rebel support perk that drops off the armored suv. I also have the msr sniper but that's not completly necessary.
First spawn your armored suv. Wait for the timer (mines 30 seconds with upgrades) and spawn another. Go about halfway up the dirt road leading to his house. Park that suv and head back to your original position. From there, snipe his Jeep. You only need to damage it. It took two shots from my suppressed msr with a long barrel. His Jeep should be smoking now.
Now drive up to his house, this start the mission, drive back to the second suv parked on his dirt road. Exit your suv. Now when he leaves his house shoot his Jeep with your assault rifle, he'll abandon it and if all goes according to plan jump right into the armored car you have waiting for him. I made a recording ima try to link here. I also set up some c4 on the road (don't use mines because idiot civilians will trigger them) to take out the first cartel truck that comes gunning for him. If you do it right and stay on him he should make it to the airport. My truck wrecked inches on the way but I spawned another quickly and caught back up to him. Hope this helps.
I actually just finished this mission. i did the same thing for the most part. I spawned an armored vehicle and used it for most of the chase. Pulpo's car however didn't last and he got out of it in the middle of the fight. So i got out in panic and defended him until he picked a new vehicle to get into. He happened to steal my ride.. which i can't really complain about since it's an armored truck.. which basically ensured the mission completion. I just got into a random hooptie and followed him to the airport.
That's exactly what I said to do except without all the headache of having to protect him and inevitably watch him die multiple times until he gets a new car. You can get him in an armored car before he ever leaves the driveway by doing it the way I described above.

Chill? Little salty there? I was just reiterating the point that you were right, what you suggested does work and that I did find a way to insure that he does get into an armored suv. I took the time to write the walk through, just didn't want it to get lost in consecutive posts. Sorry if I offended you somehow.
So I just drove my armored car with npc at the minigun shooting enemies and crashing enemies cars. Pupos car got rekt as usual, I defended him while he got a new car and it went pretty smooth after that.
So in my opinion the main issue is not have the necessary set of skills on your char.
Vhc destruction seems to work for AI too, not sure tho.
