1. You can play the game and find the weapons/items by getting Intel
2. You can buy credits for real money, and then get weapon pack.
You don't have to pay a penny, you can obtain all weapons/modifications by playing the game.
Nothing is exclusive in the weapon pack.
The weapon pack is only, if you want to have all weapons right now, with out hassle to look for them.
But in my opinion that is just for lazy casuals !

But yeah,almost all the weapon listed in the loadout can be acquired by just playing the game and not being lazy.
Yes there some weapons witch are exclusive for beta players, or like AK47, locked with online reward.
Just go to the store and check out the Ghost Pack section.Plenty of those weapons are not accessible via playing.
+ Most of the time I'm doing "missions" to get those part/weapons, so unlocking it by paying is almost paying to see end credits (a little exageration here but there is a point)
Lately finding all teh weapon addons has been my primary goal while I ignore the main storyline. :)
