The word gets thrown around a lot to describe pretty much every Santa Blanca lackey that you encounter. My understanding is that the word means "hitman", as in a specialist hired specifially for an assassination job. But that shouldn't apply to every thug you encounter, considering they are mostly grunts.

Is the defintion loose enough where it can apply to any sort of south american gang member or is Ubisoft being lazy and simply labeling in a way that sounds cool?

It means hired killer. Which can be anyone that is hired to kill someone, obviously, so those thugs that are trying to take your life are sicarios.

I can appreciate that, but those thugs are there because they are cogs within the cartel, not specifically for the purpose of killing the ghosts. It would seem that giving them the title of "sicarios" would be like giving your average mobster the title of "hitman", regardless of their role within their respective organization.

Technically speaking most gang members are in a gang to make easy money, how do you satisfy gang members? You pay them, payment of a person to use a weapon if necessary is technically speaking a hired killer only difference is civilians looking for money vs a professional killer who would in fact need to be paid far far more than your average civilian just to satisfy their income needs.
