Changing the spoken language?

So when I played the beta, it allowed me to switch the spoken language to a number of languages around the world. That was absolutely AWESOME! Now it seems that the full game automatically region locks to the spoken langue for the country you are in. Is there any way to change the files/spoken language to a different language? It is very important to me. I have found the files in the Steamapps folder "Localization_hc.bin" and the english soundpacks. Does anyone know how to change the localization or if that would be possible?

um you can change the language in the option. I can choose subtitle and voice language.

Right click on the game in your library, choose options --> language. Once you change the language, a smallish update will download and then you will be all set.

I never had a problem...
I am in the Far East, and it came up in English automatically.
Just do the above if it isn`t like that for you.

In the past I have had to go into game Files/Folders and remove other languages except the one I want.
