El Yayo not unlocking

A friend and I have been playing wildlands for quite a bit now. We have dealt with all production buchons, and we have dealt with la gringa. But el yayo doesn't unlock, even though the cartel map says he should after dealing with all production buchons. We have already finished the influence part of the cartel, and el cardenal unlocked properly.
Did anyone else experience this? Is there a fix? Did we overlook something we still have to do to unlock him?
