You don't need to update to Windows 11, but if you want to try this you can. Also, when Ubi_TheBerry asked for your specs, we meant we would like to know what kind of GPU you have, what kind of CPU, how much RAM. You can find all this information if you run a {LINK REMOVED}DX Diag

As you page you linked includes your DxDiag, which contains more specific system information than we like to share on the public forums, I've removed that post.
Thank you for sharing your specs though.
From your DxDiag though, it looks as though your GPU drivers are outdated, as another driver was released on the 14th February.[www.nvidia.co.uk]
There was also a recent Windows 10 update released, which you can check by going to Settings > Update & Security to ensure it's installed (you don't need to upgrade to Windows 11, just ensure your Windows 10 is up to date).
I'd also suggest reinstalling the game.
To all others noting the same issue, could you please make sure you've attempted everything I've suggested above, as well as the troubleshooting guide[ubi.li] I've linked earlier on.
If you're still having issues after giving all of the above a try, then could you please open a case on our Support Site[ubi.li] and send over your system files.

Hey,
If your game is freezing on the Loading (2/3) or Loading (3/3) screen, this could mean your local save has been corrupted.
These are the steps to generate a clean save, delete cloud saves and enable you to be able to reload the game.
1. Disable Cloud Save Syncronisation in the Ubisoft Connect PC client, please see our dedicated article for information of how to do this.
2. Once the Cloud Save Syncronisation has been disabled locate your savegame folder the default save location for Ubisoft Connect PC and Steam:-
Ubisoft Connect: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\[UbisoftConnectID]\3279
Steam: C:\Program Files (x86)\Ubisoft\Ubisoft Game Launcher\savegames\[UbisoftConnectID]\3280
The <UbisoftConnectID> is in the format of - XXXXXXXX-XXXX-XXXX-XXXX-XXXXXXXXXXXX and is unique to your Ubisoft account.
3. Once you have located the savegame folder, rename the folder <3279> or <3280> to <3279>old or <3280>old.
4. Next, start game and create new character.
5. Play the game until you trigger an auto save.
6. Once you have done this, quit the game.
7. Enable Cloud Save Syncronisation in the Ubisoft Connect PC client, please see our dedicated FAQ.
8. Start the game, It will prompt to choose between the local savegame and the cloud savegame from the sync.
9. Choose local savegame.

When I verify the file, and then click play again. THe First time setup pops up goes to 3 of 3 but then it closes, the bar dont even reach the end...
And when i then click play it says its running but then stops...
