Controller/Gamepad half working

Edit: This seems to be reliably working for me now and this is what I'm doing for it to work:

• Make sure to exit TeamViewer if you have it installed and running otherwise you won't get past the epilepsy warning screen.
  
• I've also made sure to start with, and only use, a Xbox 360 controller. Steam controller doesn't seem to work at all and the XB1 controller works except for Start menu and the RB button which is pretty damn important otherwise you can't walk around or switch sports. Also, starting with a XB1 controller and switching to a 360 controller in-game still leaves you with all the XB1 controller functionality, or a lack thereof.
  
• I left Plex, CUE, CAM, Controller Companion, etc running in the background without a problem; only seems like Teamviewer causes problems.

I'm having an issue with both the Xbone and 360 gamepads not working correctly on this game.

1. The rb button/sport menu doesn't work. Holding it causes the menu to flash as if i were repeatedly pressing the button several times a second. Pressing it just once, as if to toggle the menu, doesn't open the menu.
   
2. I also can't navigate the Start menu with the controller. I can open the Start menu with the Start button but I have to use KB&M to navigate it and return or quit the game.

I just bought this game and have had nothing but issues between it crashing before loading dozens of times, not being able to use a controller at all until I disabled Steam's Xbox Config Support, and now the gamepads only half work.

Has anyone else experienced these two controller issues? I'm not finding anything on Google and I'd rather fix this than refund the game.

I've tried plugging-in the XB1 controller with a USB cord, turning the controllers off and on again in-game, exiting/closing almost everything that was running my system tray (Teamviewer, CUE, Controller Companion, etc), and disabling and re-enabling bluetooth. Nothing's worked and those RB buttons work fine in other games so it's not hardware failure. Drivers on my machine are up-to-date, just updated the wifi/bt card driver trying to resolve this, and the XB1 firmware is also current.

Rig specs: GTX 970, i7 4790k, Intel AC 8260 (bluetooth).
