Try running the game in compatibility mode for Windows 7 and / or as administrator if that alone doesn't work.
I solved the problem bro)) Just plug in the controller after a full game downloads, and it works. If you turn on the controller before you load the game, it doesn't work. Don't know how that is, but it's true))

In Windows 10, Player will not receive any input from the in-game menu if his Xbox One controller is connected through Bluetooth.
this info is found on the ubi forum is still 2016. For a year they did nothing with this problem.

So I have a bluetooth Xbox One controller that works in every other game. Even Steep until just now. I was literally just playing, then quit for a phone call and came back only an hour later and now its not working. I have restarted the controller, re-paired it, restarted the game several times and my computer.
The game sees the controller, and it even works in the menus SOMETIMES. But I cant control my character. I WAS LITERALLY JUST PLAYING!
This is it, this is the fix! Thanks, haven't been able to play in forever.
Ubisoft, I'd definitely look into that. I'm pretty sure that's checked by default which would explain why so many people have this issue.
