It was DLC in prior releases if I recall correctly, but you are correct that they incorporated it by default into the PC platform release :)

Awesome I just picked it up I saw his face etc as options on character creation but I didnt see his god ark or clothes, do I unlock it through story progression or is there a specific way to do it?

You can buy his God Arc in the Shop, each piece costs 1k money.
You can also buy his clothes for 1k in the shop, if I recall correctly.
