Nope. Unless you have an Arc with a Max Level skill, the only other way to get it to max is using multiple arcs on multiple slots. Which is a waste and thus I'd not bother with them and just use anything below L10 for rebuilding. You also shouldn't bother with them at all till endgame, you don't need them and you won't get any great till then anyways. Just make sure to keep all you +1's.
GAP is used to learn certain skills along with standard AP. An example is a melee character's hold skill (or it might have been bind, I get the two confused) requires a single GAP along with it's AP cost to learn. You do get more skills available later. After you get a certain character made available to you (Shio at around difficulty level 6, iirc) all of your characters get access to more skills. Also, if you do a character's personal mission later in the game they will unlock even more skills.
@evilmai: Yeh why I been kinda scratching my head as even the in game data base is kinda of limited on what it tells you.
