Keeps spinning when using Xbox One S controller.

My guy spins constantly in missions when using this controller.

Exit the game. Unplug your controller so that windows registers it is disconnected. Plug it back in.

Usually this happens when a joystick is held down a direction while it is initialized by windows and it thinks that's the norm. Just need to reset it really. If it happens without the controller check your Sticky Keys that windows likes to activate at the worst times, just google it.

If it's neither of those, than your controller is shot.

Yeah, no. My controller works in literally any other game but this one.

Do you have any other controller types connected to your computer? I had both my Xbox One controller and Saitek X56 connected, and had to disconnect the latter to keep the game from spinning since it can't be disabled in game

Open up Device and Printers, right click on the Xbox controller for Controller Settings Highlight the Xbox Controller and select Properties. Click on Settings tab and select the reset option. That's how I got mine to stop spinning.
