No it was definitely available in Japan first. Developed and released there before it came over.
Well, was the PC version officially released in Japan?
A japanese dub have been in a work in progress, however it was then discontinued.
Also, the source code is still on github, in case by any chance you have programing knowledge and wanna save us all from terrible english dubs, from what I know, they've completed undubbing every cutscenes and half done with the rest, which, let's be honest, I would be satisfied with even that much
