Making Shio's Clothes

I have no idea what I'm doing wrong. I've spoken to the doc, I've given him the Goddess Plumage he requested, I've talked to literally everyone I can several times... but my game isn't advancing at all. Is my save just screwed up, or is there something I'm missing?

I have spoken to literally everyone. Several times. They all give me the same response, Shio talks about not wanting to wear the scratchy, Licca says it'll take some time, nobody is changing.

you need to take an item from the inventory and give it to licca, have you tried it?

nevermind, it fixed itself in a multiplayer session

In case this happens to anyone else: you have to do the next story mission first, because otherwise the time in-game doesn't advance.

you just have to take the next mission then bring the next set of materials for her clothes thats how the story will progress
