How to get last 2 stars for Sage achievement?

As the title says, I'm missing the final 2 stars. I know you can get them from one of the limited time offers but it's been a while and no offer has showed up for me. What triggers these offers to show up?

I exclusively saved up all my mifril for upgrading the heroes so I never bought or paid attention to the limited time offers.
