I think they could let us vote for them, like we vote for the phone girls.
Another way would be to add both of them as a free DLC, that way it wouldn't be necessary to vote for characters that we already had in the game.

I wish she was a permanent feature of the game and not just a stepping stone for the ending (same as qpernikiss) and achievements
also, Mio was my favorite character in Hush Hush, so having two versions of her to hang out with at once would be awesome
