If the Cellphone had not time warped her, yes she would be.
You can tell how closely I paid attention to her interminable story
The comment mentioning Punky Brewster had me thinking for a second that maybe that was it. But looking up a reminder of what the character looked like I have my doubts.
I suppose another option could be Rainbow Brite? I'm not sure about that either. That's also a flimsy option, though. There's a slight connection with a rainbow color scheme, but not much more than that.
She probably is drawing inspiration from multiple characters. Like I almost want to suggest maybe there could be a bit of Pippi Longstocking in her, perhaps? She doesn't have anything close to Pippi's hair style though. She's just got the same hair color.
I think that the whole thing about the treehouse probably ought to be some sort of clue that'd be obvious to people who were familiar with the right show or movie, though. Maybe the couple of friends' names she mentioned could be references to something as well.
It's a portmanteu... a combination of two words to make a new word, often, but not always with a combination of the two words meanings The author Lewis Carrol did it often in his works, Alice in Wonderland, and others. In this case Expy is short for "Exported Character", or as TV Tropes put it:
An expy (short for "exported character") is a character from one series who is unambiguously and deliberately based on a character in another, older series. A few minor traits, such as age or hair color, may change, but there's no doubt that they are almost one and the same.
