Check the rightmost tab for the save and load functions. It's recommended to use them, you've got 2 slots to save in beside the autosave slot.
As OP describes it, starting from a fresh install might possibly be generating a new Playfab ID (or whatever it's called), thus presuming it's a new player if it's a fresh install on a new PC. Reinstalls after a wipe or an update can sometimes bork user information. The question then becomes, what becomes of that information? It appears the ID in game is not linked with the Steam account.
Best thing I could probably suggest attempting is to go to the old PC, copy the backup (or original) files from there, and transfer it on the new PC, presuming it would overwrite. IDK what it would really do, but I'd try it.
Otherwise, should that fail, contact support.
Specifically by saying that the autosave saves to the cloud regularly as well as the user being able to save to the cloud manually as well.
While your point about the Playfab ID being essential ist valid, the Playfab ID ist ACTUALLY linked to the Steam account, as being shown by other posts of users that couldn't access their Playfab ID when not logged in via Steam.

Basically: use the load feature on your second computer. This is not done via Steam Cloud, but Sad Panda Studio's own cloud.
Yeah, you're right, I've just tried doing it about 1hr ago and it worked just fine!
Icepick had a point cuz the first post didn't make it clear that the manual save would appear in both computers, but now I got your point and in a way or another you gave me the right hint XD
By the way, I tried backuping the game to reinstall it.... didn't work.
