how to get hero units in/out of vehicles?

besides Spartans taking a vehicle, heroes do not get into or out of vehicles

And to further expand on Lasagnas comment, only way a Spartan can get out is if the vehicle is destroyed.

The Spartan special ability will have them enter a vehicle. Default button is "R". After selecting the Spartan, just place your cursor over the vehicle and press "R".
