2. UNINSTALL the old 2013 and 2015 Visual C++ Redistributable before installing the downloads.
3. Install the new 2013 and 2015 Visual C++ Redistributable you downloaded.

- Video driver is up to date
- DX is up to date
- What version of windows are you running?
Windows 8, recently had to wipe it clean because of some issues.
Trouble Installing Microsoft Visual C++ 2015 Redistributable (x64) - 14.0.23026
For the Windows8.1-KB2999226-x64.msu and Error 0x80070642: Failed to execute MSU package......
1. Completely uninstall 2015 Visual C++ Redistributable (x64)
2. Open Command Prompt as Adminstrator
3. Type mkdir C:\tmp and Enter
4. Type mkdir C:\tmp\tmp and Enter
5. Type move "C:\ProgramData\Package Cache\FC6260C33678BB17FB8B88536C476B4015B7C5E9\packages\Patch\x64\Windows8.1-KB2999226-x64.msu" C:\tmp
6. Type expand -F:* C:\tmp\Windows8.1-KB2999226-x64.msu C:\tmp\tmp
7. Type dism /online /add-package /packagepath:c:\tmp\tmp\Windows8.1-KB2999226-x64.cab
8. Wait for Deployment Image Servicing and Management (DISM) to complete
9. Install 2015 Visual C++ Redistributable (x64) -- the installer should complete this time
You may have to search for the Windows8.1-KB2999226-x64.msu file manually to find out which Package Cache folder it's in as it might not be automatically be in "FC6260C33678BB17FB8B88536C476B4015B7C5E9" on your computer and you will need to replace that folder name in step 5.
After doing the above, the game loaded just fine for me.
The issue I had was the fact that I'm running Windows 10 Home N. In order to play this game with this operating system you need the APRIL 2017 Media Feature Pack.
Seriously... I downloaded about 5 versions of this last night based on identical issues with other games. Tried the normal Steam no-launch fixes too. This is the only thing which got this game to run,
Install this and you should be ready to rock and roll.

I haven't researched fixes for other operating system yet so sorry if this is of absolutely no use to you :)
Let me know exactly which version of Windows 8 you're using and I'll see what I can find. Right now, it seems like the latest version of the media feature pack for Windows 8.1 is from 2014 so this may not fix your issue.

See what messages you get when you try to run the game as admin (with Steam closed) from the game folder though.
