For a general idea of just how many costumes are available in Allods, check the wardrobe (2nd icon on the bottom-right of your screen) and change the parameter to "All Costumes". This will allow you to preview any you like simply by clicking on the icons.
So, how to acquire them?
In the Boutique > Chests tab, you can purchase Headdress, Chest, and Cloak boxes which provide you with a cosmetic/costume piece of that type at random. Chests and costumes bought in this manner (blue crystals) are not bound, hence you can also buy 'specific' costumes via the auction house. Raids provide special, epic costume boxes with very valuable/desirable costumes (these can also be sold in the Auction House, such as 'Astral Box', 'Demonic Box' etc).
Like Luxurias said, costumes of all descriptions are also achievable during many Allods events - some of which can only be obtained in this manner. The Tropic Atoll is but one example (beachwear), and other seasonal or class-specific events with costume rewards. Keep an eye on the calendar in-game so that you know when events are taking place, and what they provide as rewards.
