As for PvP, it is possible someone had activated a War Banner. These can be used to force even unflagged players to be killable through PvP, but they will also appear on the world map, making them avoidable (and noticable by both factions, meaning gankers can hunt the banner holder). If you're concerned about being ganked, always keep an eye on your map from time to time and look out for banners of the opposing faction (blue for League, red for Empire) and avoid them.
World PvP is part-and-parcel of almost every traditional MMORPG - and is quite a big part of Allods (given you can even engage in Ship v Ship battles and board/attack enemy ships like space pirates to steal their treasure), but for the most part it's avoidable and definitely not essential for levelling or end-game content. Simply keep your PvP flag disabled, be wary of opposing faction members (even unflagged ones), and you'll typically get to max-level unscathed.
I hit the new server on release and hit max level within 2-3 days, only meeting one PvP encounter the entire time -- and that was only because I was levelling in the popular PvP spot of Asee Teph, which is where you first gain Warbanners and PvP orientated quests that involve killing enemy faction NPC's that enable your flag of war.
