I have not started NG++ but im assuming its the cursed goggles that you get on NG+ Benevolent Psychosis (its on an Iron Maiden where you start) im not sure if you can get them elsewhere

when your mom asks you to get a job, go to your bedroom, and Jocasta will be there, give her the baby doll in your mom's bedroom, and jocasta will give you the cursed goggles

Also you don't have to be on new game ++ to get the cursed googles. Jocasta appears in the first playthrough as well.
