Content file locked

When I try to download this game, it completes the download but it says "content file locked" (to be more specific, there was something wrong with the masterplus.int file) and I'm not able to play the game. Does anyone know how to fix this issue?
Also when I looked at the log in the game files, it said this:

Sorry for the late answer.

The "Content File Locked" Error seems to be a general steam error. It means Steam cannot update/overwrite a certain file for some reason.
I have read that for some people there was some error with the hard drive or their antivirus software blocked that specific file.
The simplest solution is to just delete the named file manually in the explorer. If that doesn't work, you could try installing on another hard drive (if you have one) or disabling your antivirus software and try "Verify Game Files" or uninstall and install again. Also Running steam as admin when verifying game files also helped some people with this issue.

Thanks for the help, installing the game to a different hard drive fixed the problem.
