Paint.net is a program too, you know, although I agree that pearce64's comment was off topic.
Anyway, the color picker is the only thing that really stands out as being the same to me, barring the standard Windows grey color scheme and a few other very common design choices. The button icons in SAI all have those rounded grey boxes around them, and there's buttons only on the left side of the canvas, whereas Fire Alpaca has has stuff on both sides.
