If you update your AMD/Nvidia/Intel driver the problem should be fixed.
What are your system specs?
CPU, GPU and operating system, Windows 7/8/10?
1. Click on the Windows symbol in the left corner (Start or where you shutdown your PC and where everything is)
2. There should be a search bar, type in "dxdiag" and maybe there will be a question like checking for WHQL drivers, you can click on yes or no, it doesn't matter.
Probably click on no so it does its stuff faster
3. You should see a new window where are some system information about your operation system, your CPU and how much RAM you have.
4. Above there is an navigation bar, system, display, sound and so on.
Click on "display" for Information about your GPU.
You should know your system specs and post them whenever you have PC problems, so that everyone has some basic information.
If it's easier for you to refund, you better do this, but this game might be not the last with this problem.
If you are lacking a OpenGL driver you probably can't play any OpenGL game, be it other indie titles or something like Doom, which only works with OpenGL and Vulkan.
Do you have an AMD GPU like 7750 or 260X or 280X or RX 480?
Or is it a Nvidai GPU GTX 260, 470, or 580, 680, 760 or 1060 GTX?
What is your processor? An AMD FX4300 or FX6300 or FX 8370 or an APU 7850K or something like that?
Or do you use Intel 2100, 2500K or 3770K or 4690K?
Please just write down the information you got from the "dxdiag" panel.
The thread starter has a rather old laptop with "Mobile Intel 4 Series Express Chipset Family" running on a Windows 8.1 32-Bit system.
There are no new drivers for it from Intel, you need to try Windows Vista/7 drivers or use Windows Update to maybe get new drivers.
But actually we didn't made the try because the user didn't felt safe and it felt too complicated.
