Off the Record Sandbox mode psychopaths

The pscychopaths aren't spawning for me.... The wikia says they spawn where they would in story. Ex: I go to the slot ranch and I don't see BiBi, only a challenge. Please help

Looks like you need to be at the correct time and place. Here is info from a walkthrough I copied. Don't know how accurate it is.

Throughout Sandbox Mode, NPC Psychos -and- survivors will spawn and
attempt to kill Frank. Each NPC will drop a fair amount of Cash and high PP
as well as whatever weapon they have. Sandbox Mode appears to be on a 72 hour
loop because survivors and psyhos will respawn given enough time. My guess is
that 7:00 AM Day 1 to 6:59 AM Day 4 is the normal cycle. Most survivors seem
to linger around for about 11 hours as well and only 8 can be up at one time.

Sorry but no. Simply avoid the area that they are in. Bosses like Antoine, Randy and Boykin are in places that I do not really see any point in going to or near in Sandbox. Bosses like Reed/Roger, Chuck, and the Militia Men you will probably need to take out or just wait out the time because they are in areas that you will often traverse through and they are not as limited in movement unlike Antoine who will not leave his restrauent and Randy will not leave much from the Wedding Hall.

I travel alot by Underground acces. Especially if i'm near Americana because there's a black bike spawn that makes you travel really fast from one side to the other (say Palisades or Uranaus).

It also helps to farm money with the gamblin magazines and unlock the vehicles wich are also very useful for farming zombies to unlock more challenges. With the exception of the Chopper that is, what a waste of money that was! Buggy, wonky and near undrivable. xD

Sadly and Happily No, I fought the snipers then had to re-fight them a couple days later, but this is good because if you miss out on someone like Jack who drops the Protoman Helmet then this helps.
