OTR stars the character from the first game and most of the humor comes from the fact that the entire story is his imagination on how the events from 2 would go on if he was there as the character from DR2 tells him the story (they meet in the 360 exclusive downloadable title Dead Rising 2: Case West that takes place after DR2)
So yeah, you'd want to play Dead Rising 2 before OTR but you really should experience Dead Rising 1 in some manner first.
Second: There are quite a few key differences in the two stories. Different villain, changes in dialog, change in survivor lineup... If you play Off The Record first, you will be disappointed with DR2 because there is less.
1) Turkish currency, and as a student it is much for 5 year old game.
Just play it.
