I managed to get my Xbox One controller working with the game. Here's the steps:
1) Get “x360ce.App-2.1.2.191.zip” (a quick google search will find it).
2) Extract the “x360ce.exe” out of the zip folder. Then copy/move it into your Dead Rising 2 Off The Record folder (default path is C:/programfiles(x86)/steam/steamapps/common/Dead Rising 2 Off The Record).
3) Plug in your Xbox One Controller.
4) Run “x360ce.exe”.
5) Click yes when it asks to create each missing file.
6) Next, a box should come up saying “New Device Detected – Controller (Xbox One for Windows)”. In this box the options “Search Automatically for Settings” and “Search the Internet” should both already be selected. Click next.
7) A search result should come up for Dead Rising 2 Off The Record. Click Finish.
8) In the bottom right corner click Save, then close the application.
9) In your Dead Rising 2 Off The Record Folder open up “x360ce.ini” which should have been created. In this file find where it says
[InputHook]
HookMode=1

And change it to

[InputHook]
HookLL=0
HookCOM=1
HookSA=0
HookWT=0
HOOKDI=1
HOOKPIDVID=1
HookName=0
HookMode=0

10) Now save the ini file and close it. Run your game and the controller should be working!

THANK. YOU. I spent WAY too long googling for this information. You're a real credit to your species.
Any idea if this works for dead rising 2 too?
if this works for dead rising 2 (italian version ) please report !!
I shouldnt have to do any of this ♥♥♥♥ since Xbox 360 and Xbox One both run through xinput. Seriously, what kind of dumbass game has filtered xinput?

It's painfully simple actually. But too each their own.

This actually worked but I had to NOT give Steam UAC permission when launching.

EDIT: Screw that. Literally opened it again, won't work at all.

just do this, it works even if you have an xbox one controller, ignore all other pointless options. https://www.youtube.com/watch?v=QoM01fHZm50

Yes. This solution has already been posted. Except it was more helpful in that it was posted in text.

thanks for the link to video !!
The x360ce program crashes after launching. It let me create the initial ini files but it crashes after that. I'm on Windows 10 64-bit. Is this not 64-bit compatible?

EDIT: Found a 64-bit version!!!

https://github.com/x360ce/x360ce

EDIT2: Buuuut, I still can't get the game to work with either 360 or XBone controllers. After I installed the 64-bit x360ce program, I tried the 32-bit version again and that now loads without crashing. However, even though I downloaded the Dead Rising 2 OTR file through the program, both controllers are rezognized, and I've edited the .ini, it still doesn't work.
