Can't Download DLC After Purchasing Game

Anybody else have trouble with Steam allowing them to access DLC for this game? Whenever I pull up DLC for this I just get a purple bar that says "You must own Dead Rising 2: Off The Record to purchase this product" even though it's in my library and launches with no problems. I've restarted both Steam and my PC multiple times with no luck. I don't have the same issues with Dead Rising or Dead Rising 2. Is there some sort of bug that's just not getting addressed? Should I just request a refund and give up?

They disabled DLCs.
