-In the Windows Start Menu, type "run" and open the run prompt.
-Type in "msconfig" and hit run to open the System Config.
-Under the "Boot" tab, select Advanced Options...
-In the new menu, CHECK the box that says "Number of Processors" and make sure it's set to 1.
-Click OK, then Apply, and now restart your PC.
It will force Windows to boot with only 1 core active, you can load up the game, play thru the section and save after all the cutscenes and set it back. This will require a restart each time, but its the only way I've found that works.
Edit: Fixed by making the rendersetting.ini option 'false'. Making my game 60 fps in the Nvidea control panel and making the game 60hz
