Go to x:\Users\YOURNAME\Documents\My Games\Dead Rising 2 Off The Record and look for a file named rendersettings.ini.

Once you've opened rendersettings.ini up, look for a line called
UseMultiCore = true and change it to
UseMultiCore = false

This will fix the infinite loading screen at that particular part of the game. However, setting that command-line to false WILL lead to absymal performance throughout. You may change the command-line back to true as soon as you get past the Case in the game and save your progress.

Look at this, 4 years later and this is still helping out players like me! Thanks!
I've got the same exact issue, and I was wondering if anyone has any additional info on this by now..? Like, WHY does the game get caught in an infinite loop at specifically this one loading screen when multi-threading is on, but never in any other situation..?

I'm hoping to get this game to a consistently playable state, dumb as that might be.
I've used x360ce to make the game recognize my Switch Pro controller, I've figured out how to avoid crashing on startup, and I thought I was done, until I came across this bug.

This alone didn't work for me, I also set the resolution to 60hz and enabled V-sync for the case. It even fixes the camera angle bug.

Maybe a bit late but the problem is turning vsync off. I turned it on and now it works fine.

Everyone who have issues in these games, to avoid issues in DR2 and DR2 Off the record:
-JUST PLAY THE GAME AT 60Hz AND VSYNC ON
You don't need to meddle with files.
