Report a translation problem
Try launching Steam with or without Admin Rights then launch the game.
Try launching the game exe with admin rights directly from the install path.
Do you have it installed in an external drive? If so, try installing to the main drive containing windows.
I see you may have installed the redistributable files, but just in case i will still note this:
Navigate to: Steam\steamapps\common\Dead Rising 2 Off the Record\_CommonRedist\DirectX\Jun2010
Install/repair: "DXSETUP"
Navigate to: Steam\steamapps\common\Dead Rising 2 Off the Record\_CommonRedist\vcredist\2005
Install/Repair: "vcredist_x64" &/or "vcredist_x86" (depends on your OS bit type. 64 or 32)
Try to verify your game cache through Steam to ensure the files are in order & not corrupt.
Perhaps its an issue with a game config file
Navigate to: Documents/My Games/Dead Rising 2 Off The Record
Delete, move or rename the file "rendersettings.ini". Try relaunching the game afterwards, it should recreate the file.
Perhaps "rendersettings.ini" is unable to create itself.
If so, you can make one: Open Notepad, Paste this into it:

RenderWidth = 1920
RenderHeight = 1080
VSync = true
UseMultiCore = true
Refresh = 60
MSAA = 1
Gamma = 1.0
COMBINED_BLUR = COMBINED_BLUR_DISABLED

TEXTURE_FILTERING = TF_ANISOX8
Feel free to edit those settings if necessary. Name it "rendersettings.ini", Save & Drop that file into the Documents path noted above.
Perhaps your machine has dual graphics (A graphics card & a chipset)
Go into the main utility program your GPU uses & set it to use the graphic card.
Have you tried changing the game exe compatibility to something other then xp? A pinned thread in the hub says:
"Q: The game crashes as soon as I launch it. What should I do?
For Windows 8.1 Users: Please try setting deadrising2.exe to compatibility mode for Windows 8 or Windows 7. You can do so with the following steps:
1. Right click on Dead Rising 2 in your Library, then select Properties.
2. Select the "Local Files," then click the "Browse Local Files" button.
3. Right click on deadrising2.exe, click on "Properties," then select the "Compatibility" tab.
4. Check "Run this program in compatibility mode for," then select Windows 8 (or Windows 7) from the drop-down.

This is exactly what was getting me. Manually creating this file let me launch the game no problem.
I tried everything you guys said but it still dont working, the only thing that changes was that a Window is appearing now, but its closing just after. I figured out one thing in the Crash Files i got.
Everytime when the Game is crashing, it creates files with this text. I dont know if this is important.

Are your drivers updated? Are you using any custom drivers?
When searching the error, I also find it associated with a DirectX issue. Try to uninstall DirectX then reinstall it.
I'm unsure about this converting process you have to do, but is it any different than setting a content library in Steam?
In the top corner of the Steam Client:
Steam→Settings→Downloads→Content Libraries
If you don't, that's the issue. Report it to Capcom.
