Depending on admin permissions, your computer may cause issues with creating the render INI with security settings, which can screw up things quite a bit. If that's the case (generally the reason for a black screen/crash on startup), you'll just need to make an INI yourself using exactly what kljf22 posted earlier:
It goes under This PC > Documents > My Games > Dead Rising 2 Off The Record as rendersettings.ini. It won't show up correctly with Notepad, so use Notepad++[notepad-plus-plus.org] instead.
Again, that's all a worst case scenario. It worked "perfectly" out of the box for me, I put that in quotes because it defaulted to 60 Hz (fine for the average user, not-so-fine if you want to play in 144 Hz). It's an easy fix by changing Refresh = 60 to Refresh = 144 in the INI.
Also, no matter what your hardware is, expect BIG framerate drops. This game doesn't mess around with enemy count, and I go from 100 to 40 depending on the scene. It's even worse if you use Double Buffering VSync, and your processor makes a massive difference here (I use an FX 8300 and R7 360, it's playable but not a perfect 60). It's still better than the Xbox 360 version, which ran at a lovely 15 FPS.
You have to pick between high framerates and no tearing with the double buffer VSync, so FreeSync makes a massive difference here if you have a monitor that supports it.
