I tried everything that was suggested elsewhere (namely, manually installing everything in the "redist" folder) - didn't do anything

It did crash on startup for me until I rebooted the computer, but you're on a laptop so I'm assuming you shut down completely everytime?
(U)ser (A)ccount (C)ontrol is a part of windows that tries to stop you from doing silly things to your computer.. asking you to approve installs and things like that, it can also protect system files from being overwritten, as well as tells windows where to install certain things - so it might be putting things in a path that the game can't see.. I just disable it because I feel confident enough that if I do something stupid to my pc it's my own fault and I'll sort it out again.. but it does provide some protections for many people. (I also get sick of the greyed out screen, and the beep, when UAC wants to ask if it's okay for the installer that I just ran to actually, you know, run.. :p
Still cant get the game to run. Could it be something with the nvidia vs amd drivers?
using nvidia here.
Go into the game steamapps\common\Darkvoid\redst go inside the redst folder and reinstall
both physX files. run program as admin. turn vsync off if crashing.
