refined silicon powder in a press will make high quality silicon wafers. smelting raw silicon in a furnace makes low grade silicon wafers. The high-grade wafer is used for advanced electronics while low-grade wafers are used for simple electronics. Personally I think that this simple electronics recipe should be modified to use either wafer type. The reason why is that once you get a the industrial centrifuge built you may find yourself refining everything before pressing or smelting. Because of this I ended up having no way to make simple electrons because I had already refined my silicon. Simple electronics are still used in lots of recipes besides the simple machinery.
