Vsync and Variable frame rate
Vsync caps your FPS to the screen's refresh rate to eliminate screen tearing, right?
Then what's the difference between it, if your screen's refresh rate is 60,
and setting the frame rate to "60 MAX" instead of variable?
And can these options be used together, and if so, to what effect?

They determine how your computer will respond if the framerate drops below 60. If it's set to 60 MAX, then you will encounter slowdown when it drop below 60. If it's set to Variable, then the game will start skipping frames in order to keep up with the speed.

If you have a computer that keeps up with 60fps most of the time, I recommend 60 max.
