My guess is that it happened because the attribute name "Holy" doesn't refer explicitly to a faction the way, say, "Empire Bane" does.
And when choosing cards to add to your deck for a regular chapter, the faction-specific filter includes things like "resist fire", so it seems like the developers have a pretty broad idea of what counts as faction-specific.
And yet, fascinatingly, it's true! We had cards for the undead creatures, obviously, but the undead were considered a special faction, like mages or ogres, and not a full suit like the four main enemy factions. Given that undead are featured enemies throughout the campaign we should have updated the encounter early on - and now it probably needs to have an entry for all the Endless Mode enemy types.
