Short answer: yes.

Long answer: Yes it does allow you to switch gender, ethnicity and a few other things.

Sex, ethnicity with one face each, hairstyle and color, clothing color from a selection of choices. Wouldn't be enough for a proper RPG, but 1000% more than the first game, and plenty for this game, I think.

They are purely aesthetic. Everyone can pick the amulet they think resonates with them without worrying about any hidden stats!
