Report a translation problem
There is a solution for this problem:
1) Go to the folder where the game is installed to (in my case it is D:\Program Files\Steam\steamapps\common\Star Wars - Rebel Assault 1 and 2.
2) Find DOS Box configuration file for the game (in my case Rebel Assault 2): dosbox_rebel2.conf
3) Open that file with notepad.
4) Find within it the line starting with "output".
5) The line starting with "output" will be presented as: output=overlay
6) Change the word "overlay" with the word "surface" in this line.
7) Save changes.
8) Run the game.
P.S. My OS is Windows 7 Prof. 64-bit.

The first time I launched the game after installing it, it worked fine. But it was in a very small window that I could not maximize, not even with Alt + Enter. So I Quit from the Rebel Assault I menu, relaunched and the game stopped loading. I went through every step here one by one, then finally thought about the overlay and how it rendered the FPS at a very large resolution. That's when I tried disabling the Overlay UI and now everything is working fine.
Additionally, I am able to use a wired USB xbox 360 controller without issue. I mean, the game controls are super-touchy, but the point is the controller loads up at launch without crashing.
